महिला IAS विवादों में: व्हाट्सएप पर लिखी पोस्ट से मचा बवाल
भोपाल. हाल ही में आईएएस निधि सिंह के बाद एक बार फिर मध्यप्रदेश में एक और महिला आईएएस विवादों में घिर गई हैं. मध्यप्रदेश कैडर की 2011 बैच की आईएएस नेहा मारव्या की व्हाट्सएप पर लिखी पोस्ट से बवाल मच गया है. मारव्या ने महिला आईएएस अधिकारियों के व्हाट्सएप ग्रुप में लिखा कि प्रमुख सचिव के पास जब वे पदभार ग्रहण करने गई तो उन्होंने बहुत जलील किया. इतना ही नहीं, उन्होंने कहा कि वे उनके कमरे में नहीं आए, उन्होंने पीए के सामने गेटआउट कहा. साथ ही कहा कि मैंने तुम्हें सुधारने के लिए मेरे अंडर में रखा है और कोई काम नहीं दूंगा. इसके बाद धमकाते हुए कहा कि – अब मैं तुम्हें देखता हूं.
*व्हाट्सएप पर मारव्या की आपबीती*
‘यह पहला मौका है जब यह ग्रुप में मैं अपनी बात शेयर कर रही हूं. यदि मैंने अब भी शेयर नहीं किया और चुप रही तो महिला, आईएएस और मानव होने के नाते शर्म आएगी. यह ग्रुप महिला आईएएस अधिकारियों का है. इस वजह से वे मुझे अच्छे से गाइड कर सकेंगी और मेरी मदद भी कर सकेंगी. मैं मनरेगा में एडिशनल सीईओ के तौर पर पदस्थ थी. मैं 4 जुलाई से 7 जुलाई तक अवकाश पर थी. 7 जुलाई की शाम को मुझे सामान्य प्रशासन विभाग के उप सचिव की ओर से कॉल आया कि मेरा तबादला राजस्व विभाग में उप सचिव के तौर पर कर दिया है. इसके बाद 8 जुलाई को मैं मनरेगा से रिलीव होने पहुंच गई. वहां से प्रक्रिया पूरी कर वल्लभ भवन पहुंच गई. जब मैं प्रमुख सचिव के चैंबर में गई तो उन्होंने मुझसे कहा कि मैं उनके चैंबर में नहीं आ सकती हूं. उनके पास मुझे देने के लिए कोई काम भी नहीं है. मैंने तुम्हें सुधारने के लिए मेरे अंडर में रखा है. अब मैं तुम्हें देखता हूं. मैंने जब उनसे अपनी गलती पूछी तो उन्होंने कोई जवाब नहीं दिया. फिर मुझसे कहा कि मुझे बोलने का कोई हक नहीं है. फिर मैंने उनसे निवेदन किया कि मनरेगा के वाहन से मैं आई थी वो मैनें वापस कर दिया है. लिहाजा, मुझे किसी वाहन से घर भिजवा दें तो उन्होंने वाहन देने से इन्कार कर दिया. जब मैने उनसे पूछा कि मैं घर कैसे जाउंगी तो उन्होंने बोला कि स्टाफ से पूछ लो कि वो लोग वल्लभ भवन से घर कैसे जाते हैं. इसके बाद उन्होनें अपने पीए को बुलाकर मुझे उसके सामने जलील करते हुए मुझे गेट आउट कहा. इसके बाद उप सचिव ने मेरे लिए वाहन उपलब्ध कराने की कोशिश तो प्रमुख सचिव ने उसे भी फटकार लगाकर ऐसा करने से रोक दिया. अब मुझे क्या इस मामले में चुप रहना चाहिए. जब पीएस के पास मेरे लिए कोई काम नहीं था तो उन्होंने मुझे अपने अंडर में क्यों बुलवाया. क्या उन्होंने मुझे प्रताड़ित करने के लिए रखा है. राजस्व विभाग में मेरे कोई कॉल रिसीव नहीं कर रहा है. न कोई मैसेज के जवाब दे रहा है और न कोई वाहन दिया गया है. वल्लभ भवन के सुरक्षा गार्ड मुझे घर छोड़ने जा रहे हैं. मेरे पास अब कहने के लिए कुछ नहीं बचा है. बहुत दुखद है.’

I was posted as Additional CEO MNREGA. While I was on leave from 04.07.2022 to 07.07.2022, on 07.07.2022 I got a call from Deputy Secretary GAD that I have been posted as Deputy Secretary, Revenue. On 08.07.2022 I went to MNREGA office for relieving formalities where I was handed a relieving letter immediately by CEO MNREGA and then received call from travels agency to return vehicle before 12 noon because CEO MNREGA has said no payment for the vehicle will be made if vehicle is not taken back by 12 noon.
I was going to join in the new department meanwhile, I was constantly pestered by this travel agency and they were telling me to return the vehicle immediately. But I used the vehicle to go to Vallabh Bhawan.
I joined the new department and called on PS. To my surprise, PS told me that I cannot enter his room. He has no work to give to me. He explicitly said Sufiyah has told me about you and now I will see you so I have taken you under me. When I asked him what had happened, he did not answer. I asked him if I could make a submission, he told me I had no right to speak. I requested him to provide me the vehicle to go back home because I have to give back the MNREGA vehicle, he said he will not give me any vehicle. When I asked him how I was supposed to go back home, he said that the lower staff of Vallabh Bhawan goes home, ask them how they go? and he called his male subordinate which I could make out to be his PA, sarcastically told him to ask for a vehicle and he would give him the vehicle and in front of him told me to get up and get out and I will not get the vehicle. While, DS Co-ordination, Revenue was arranging a vehicle to at least drop me home, he called her and stopped her from providing me any vehicle despite there was a spare vehicle available. When DS Co-ordination asked him how madam would go back home and it is getting late, he said let her go herself.
I had no option but to retain the MNREGA vehicle to go back home. To my disbelief the travel guy came home, he misbehaved with my mother, and told her to give the vehicle. She had to say, talk to my daughter who is right now not at home. When I reached he said give back the vehicle, Sufiyah has said to pick up the vehicle from your house. How can any person come to my home and misbehave with my family?
1. Should I keep mum regarding the misbehaviour meted out to me by PS Revenue and whatever CEO MNREGA has done?
2. What did CEO MNREGA tell PS Revenue?
3. Why PS Revenue did not think it appropriate to hear my submission?
4. When PS Revenue had no work for me why did he take me? Has he taken me under him just to harass me? Is it acceptable? Will he be not wasting me?
Right now when I am writing this post, the MNREGA vehicle standing at my place is stolen, it is no more there and the master key is with me. My belongings are in the vehicle.

2. Should I not lodge the FIR for the stolen vehicle?
